Even though buyer beware when it comes to e-bay, this may be a good deal for those interested...

It's an elmo with a 6-1 zoom on it. (8-48mm) with manual exposure control.
The only downside is it probably only films at 18 frames per second rather then the much preferred 24 fps. (it may do single frame, but I don't know for sure)

I won a Elmo 1012 S-XL for $67 (thats with shipping) earlier this year. They use to sell $300+ all the time 3-4 years ago. The dials on them become loose or break easily as they are cheap plastic.

This is an Elmo 1012-XLS. The price was so low I bid on it because I didn't want to see the seller sell such a good camera so cheaply.
Thankfully, someone else wanted it more than me, and put in a last second bid to get the price over the $100.00 barrier. (I would have won the auction at around $70.00 if not for the last second "sniper" bid)
$100.00 for such a fine camera, Sheesh! That is cheap.
You could shoot a couple of music videos in Super-8 for less money than the cost of a digital camera.
Purchase a Super-8 Camera, All the Film Stock you want, film processing, transfer costs, for less money than the cost of a 3 chip-digital camera!
(time for a disclaimer!) Of course, this elmo camera is over 20 years old and may be in need of maintenance, but that still won't affect your overall budget that much, just the amount of time you may need before you shoot your music video.
